The cut-off dates for EB-2 China and India advanced 3.5 months from the October Visa Bulletin, to November 1, 2007. EB-3 dates moved much more modestly: 1 week for EB-3 India and 2 weeks for all other EB-3 countries of chargeability.
The EB-2 advancement for November is particularly significant because it marks the first time the cut-off date has moved beyond July 2007. This is significant because back in July 2007, the Visa Bulletin made everyone current regardless of EB category and countries of birth. After July 2007, the VB retrogressed severely and for the past 4 plus years, the VB has merely been returning to where the cut-off dates were in July 2007. EB-3 applicants continue to face a long wait before they return to where they were in July 2007.
