USCIS announced on May 2, 2016, that it completed data entry of all H-1B cap cases selected by its computer-generated random process (lottery). As such, USCIS has started returning the cap cases that were not selected.
Due to the high volume of filings (over 236,000), USCIS is unable to provide a definite time frame for returning all petitions. USCIS asks petitioners not to inquire about the status of submitted cap-subject petitions, and wait for either a receipt notice or a returned petition. USCIS will issue another announcement once all the unselected petitions have been returned.
