The State Department’s October Visa Bulletin advances EB-2 “cut-off” dates for applicants born in China and India by 3 months, from April 15, 2007 to July 15, 2007. The cut-off date for EB-3 categories advanced between one to three weeks.
The October cut-off date essentially equals the most favorable date previously reached for EB-2 applicants from China and India more than four years ago. Immediately after DOS made all EB categories “current” back in July 2007, the cut-off dates for all categories and countries rapidly retrogressed and it has taken more than 4 years to move the cut-off back to where it was in July 2007.
In the October Visa Bulletin, DOS notes that “it may be necessary to slow or stop the cut-off movement, and a retrogression of the cut-offs at some point during the year is a distinct possibility.”
