The cut-off dates for EB-2 China and India advanced 3.5 months, to November 1, 2007. EB-3 dates moved much less: 1 week for EB-3 India and 2 weeks for all other EB-3 countries of chargeability.
The EB-2 advancement in November is particularly significant for applicants born in China or India because the cut-off date has finally moved beyond where it was back in July 2007. From August 2007 to October 2011, all advancements in cut-off dates have merely returned these EB-2 applicants to where the Visa Bulletin was back in July 2007. This is because the July 2007 Visa Bulletin made all EB categories "current" (eligible to file I-485), regardless of the country of birth. However, in the very next month (August 2007), the cut-off dates retrogressed severely and it has taken 4+ years to regain that progress.
