Employment-Based Immigrant Visa Availability for November 2006

The just released November 2006 Visa Bulletin shows that the priority date (PD) for India-born individuals in the EB-2 category went from 06/15/02 to 01/01/03, while the EB-3 category PD remained unchanged at 04/22/01. The EB-1 category PD for Indian-born nationals remains "current."

For foreign nationals born in China, the EB-2 PD changed slightly from 04/01/05 to 04/15/05, while the EB-3 PD advanced from 05/01/02 to 07/01/02. The EB-1 PD remains "current."

For foreign nationals who are in the EB-3 category and was born in Mexico and the Philippines, the PD advanced one week and two months, respectively. The world-wide retrogression date for the EB-3 category (for foreign national born outside of India, China, Mexico, and the Philippines) advanced by two months, from 05/01/02 to 07/01/02.

The Department of State, which issues the monthly visa bulletins, continues to comment that "cut-off date movements in recent months have been greater than might ordinarily be expected ... as these dates have advanced, however, many thousands of applicants have become eligible for processing at CIS Offices. Once number use increases significantly as CIS addresses its backlog, cut-off date movement will necessarily slow or stop." It also reiterated that "it is not possible to predict when significantly increased CIS number use will begin to influence the cut-off date determinations."

The Department of State's Bureau of Consular Affairs offers the monthly "Visa Bulletin" on the web. The web address to access the Bulletin is: http://travel.state.gov. From the home page, select the “Visa Bulletin,” which is under the category of “Permanent Immigrants to the U.S.”
